  This chapter focuses on social responsiveness initiatives in supply chain management (SCM) and explores how local residents in the isolated northern settlements of the White Sea respond to social needs and develop socially responsible food supply chains in Arctic local communities. Data from 50 semi-structured and in-depth interviews with local respondents and authorities of 13 northern island and coastal settlements of the White Sea were interpreted through an anthropological approach. Our findings reveal that local residents’ social responsiveness is essentially a “response” to economic challenges and, as a rule, is advocated by the need for the adaptation and maintenance of mobility, which is initiated and carried out by residents or entrepreneurs, mostly without much support from local authorities. Further, commitment and trust play a powerful mediating role in integrating SCM practices and social exchange. Additionally, our findings show that social issues and cultural attributes can be both a challenge and a source of innovation and inspiration within existing SCM practices. Our study extends current knowledge regarding how social responsibility principles and responsiveness enable supply chains to contribute to the needs of local communities in terms of the values of the northern settlements’ society.

  Upon completing this exploration journey through the pages of this book, we are left with a profound realization of the immense work that still needs to be undertaken to address the critical role of supply chain management (SCM) in nurturing a socially sustainable Arctic. The diverse studies collected in this anthology provide a rich tapestry of insights into the various manifestations of supply chain practices and their social impacts across different Arctic regions. However, despite their varying geographic coverage, all of these works acknowledge that developing and maintaining supply chains in the Arctic’s extreme environments is a formidable challenge, not only in terms of cost-effectiveness for businesses but even more so in fulfilling commitments to local communities and Indigenous Peoples. As we draw closer to the end of this anthology, it is time to reflect on the valuable lessons we have learned. While by no means exhaustive, three lessons are particularly salient.

  The extant corpus of research on supply chain sustainability in the Arctic exhibits a conspicuous neglect of the social dimension, rendering it the most underprivileged among the three pillars of sustainability (Ahi and Searcy, 2015; Mani et al., 2016; Govidan et al., 2021). Notwithstanding the mounting attention riveted on the environmental dimension of Arctic supply chain operations, with a clear-cut emphasis on reducing their carbon footprint, the social implications of these operations have largely been shunted aside (Tsvetkova, 2020a). This is particularly worrisome, especially considering that such operations frequently entail indigenous communities and other local stakeholders who may be impacted by them in myriad ways (Brooks and Frost, 2012). Thus far, there is a critical need for research into social sustainability in Arctic supply chain operations, in order to ramp up our comprehension of, and to address, the social issues and opportunities elicited by these activities. As the title of this introductory chapter eloquently implies, it seeks to fill this opulent lacuna by outlining a much-needed and novel research agenda that paves the way toward social sustainability in Arctic supply chain operations. Drawing on the existing scholarship, this chapter illuminates the current status of research within the realm of supply chain operations, with an explicit emphasis on the social sustainability aspect. It commences by examining supply chain operations as a captivating research phenomenon, followed by a nuanced discussion of the neglected and unjustly forsaken concept of social sustainability in the supply chain management landscape. The intricate and multifaceted nature of the concept at hand is underscored in this discussion, making it challenging to develop a one-size-fits-all framework that can effectively address the multifarious social dynamics inherent in context-specific supply chains. The Arctic is then portrayed as a distinctive research terrain that demands special attention, due to its crucial role in advancing sustainability efforts. Finally, the outline of the anthology is unveiled, affording a concise and lucid overview of the research to come.

  Purpose – This study explores how human actions affect existing supply chain management (SCM) practice. Design/methodology/approach – Using a narrative approach, this qualitative in-depth case study looks at micro-human activities in SCM practices in the Russian Arctic. Data from personal observations, 13 semistructured interviews and archival materials are interpreted through the concepts of institutional work and institutional logics. Findings – The study reveals how human actions and institutions affect each other and change existing SCM practice constrained by institutional order and logics. The findings identify two forms of institutional work, initiated by the presence of conflicts of interest between practitioners engaged in different organisational routines, that become an essential driver for logic change. Social action, often invisible in practice, is indicated by finding compromises and informal arrangements that shape interactive activity among practitioners. The findings show that changes enacted by human actions in SCM practice have envisioned new forms of collaboration among supply chain members, thereby making supply chains in the Russian Arctic more integrated than before. Research limitations/implications – This study involves a limited number of supply chain practitioners, making it imperative to study larger samples, specifically from various empirical contexts. Originality/value – This study suggests an alternative approach focusing on SCM practice as consistent patterns of human actions, to reflect on supply chain integration problems. It provides an understanding of how practitioners are influenced by and active in producing institutional change. An issue of practitioners’ responsibility and morality regarding the consequences of their decisions when exerting change in existing SCM practice is further emphasised.   This study explores how knowledge co-creation in the learning process is affected and facilitated by digital technologies, in particular 3D printing and RFID reading. A qualitative single-case study presents the learning process in class based on a model of intermodal transportation with RFID reading and 3D-printed objects. Data from five semi-structured interviews, questionnaires, situation observations in three experiential labs, and archival materials are interpreted through the experiential learning approach to emphasize the role of 3D printing in learning and knowledge creation. The study reveals how digital technologies transform the learning process to help students develop practical skills in the supply chain management (SCM) field. The active experimentation further shows that the use of 3D printing and RFID reading encourage meaningful communication between students and lecturers and increases students’ active engagement in learning and knowledge creation. The findings reveal that the learning process in the digital era becomes transformed into increasingly new forms of integrative knowledge and competence, emphasizing practical and technical skills. It results in a shift from passive to active learning or from a teacher-centered to a student-centered approach to developing students’ practical skills for companies’ needs when adopting new technology in practice. The study shows the potential of digital technologies for further adoption in SCM and logistics curriculums beyond the so-called STEM disciplines. More empirical studies applying experiential learning are suggested on how learning from formal education and so-called strategic learning from companies’ experience can be integrated into the process of knowledge co-creation based on digital technology.

  Although, over time, numerous articles and books have been published on New Public Management (NPM), it is still being investigated with a sense of great urgency, as its effects, whether positive or negative, have not yet been fully gauged and comprehended. Given the rather controversial nature of the phenomenon of interest, the purpose of this edited volume is to re-invigorate and revisit the ongoing debate on NPM by providing a fresh perspective and novel insights into how NPM-driven changes have been approached and, more importantly, the effects they have produced in the context of Norway. The current volume comprises seven contributions penned by scholars and experts from all over Norway with a keen interest in NPM.   This study aims to explore how the regulatory process is shaped under the influence of interaction between the regulator and the most powerful actors involved. It presents an overview of the historical development of cargo shipping regulation in the Russian Arctic during 2001–2018 to illustrate key events that have influenced the existing legislation. Data from 22 semi-structured interviews and archival materials are interpreted through the institutional logics approach. The study reveals how strategic actions, including lobbying and information manipulation, by most powerful actors affect regulation, political initiatives, and commercial outcomes. The findings further reveal how contextual and institutional circumstances make business companies reconsider their core competencies and supply chain practices by seeking to prevent the regulatory burden that results in non-compliance. Distortions between the interest groups’ expected benefits and political initiatives caused a change in the existing legislation and shipping traffic in the Russian Arctic. The study provides an understanding of how regulation is shaped as a co-produced process due to interactions between the regulator and all the players involved and how it changes during implementation in practice. Future research should include the influence of external agents like international law on regulation of cargo shipping in the Russian Arctic.   This in-depth qualitative comparative case study aims to explore how supply vessels participate in offshore logistics operations and facilitate the development of offshore oil/gas field projects in response to contextual influence. The study presents the development of two offshore field projects located in the Arctic context: the Southwest Barents Sea (Norway) and the Southeast Barents Sea (the Pechora Sea, Russia). The analysis of two empirical cases reveals that supply vessels play a crucial role in the activities like monitoring the offshore operations and contextual conditions, improving coordination of the logistics process, developing a common understanding of the current situation, ensuring response operations to any emergencies, supporting training exercises, and others. Thus, supply vessels facilitate the anticipation of possible emergencies that might occur and changes in allocating transportation resources. Further, the findings reveal that anticipation is both a strong driver and great challenge for providing the resilience of offshore field development among uncertainties and complexities in Arctic waters. The study provides an understanding of how multi-functionality of supply vessels enables value-creating activities of offshore logistics and resilience building processes. It is further shown that building resilience can have trade-offs for both the logistical planning and allocation of transportation resources.   This qualitative single-case study aims to explore how supply chain operations incorporate the social responsibility aspect in response to contextual influence and what possible effects does the implementing of social responsibility principles bring into SCM. The study presents the implementation of social responsibility into SCM practices in the Russian Arctic context. Data from 22 semi-structured interviews, personal observations and archival materials are interpreted through the institutional logics approach. The study reveals how social responsibility principles evolve in the existing SCM practice and enable supply chains to contribute to the needs of local communities in terms of the values of the society. The findings show that social responsibility initiatives in the existing SCM practice became possible after the satisfaction of economic and environmental concerns of cargo transportation in the Russian Arctic. Further, the case study indicates how contextual challenges make a company reconsider its core competencies and the role of supply chain practices to be more resilient and socially responsible. The findings reveal that social responsibility initiatives gain a more fertile ground for further development when they contribute also to strengthening financial performance in the supply chain. More empirical studies on social responsibility in achieving SCM sustainability are suggested.   Oil and gas companies have embraced the sharing economy principles primarily to cut costs. At the same time, these principles have given birth to new logistics strategies like the allocation of the shared resource and the shared information that in turn, modified the management of logistics operations. Recently oil and gas companies have moved their offshore operations further north and into the remote Arctic areas. However, the Arctic Seas are characterised by numerous challenging conditions like severe natural conditions (low temperatures, icing, polar lows, darkness), remoteness from harbours and land infrastructure, and vulnerability of the ecosystem. There is confusion in understanding whether the sharing economy benefits in environments full of uncertainties and complexities like the Arctic demanding waters. The purpose of this study is to explore how the sharing economy principles emerge and influence offshore logistics operations by facilitating value-creating activities in response to contextual influence. An in-depth qualitative case study presents the development of two offshore field projects located in different Arctic environments. The analysis of two empirical cases reveals how offshore logistics operations in the Norwegian Barents Sea become involved in the sharing economy through the incorporation of innovative solutions into resource allocation strategies. Transport resource sharing in the Arctic demanding waters means not only greater convenience, highly involved participants and the decrease of costs due to the nature of “sharing” but also ensuring emergency preparedness to oil spills and search-and-rescue operations. The study provides an understanding of how the sharing economy principles enable several value-creating activities of offshore logistics and create a shared value of collaborative resource utilisation for society and other local industries. It is further shown that some sharing economy principles can have trade-offs for allocation of transport resources in an optimal way to be able to respond quickly to any possible emergencies in hostile environments like the Arctic demanding waters.

  Environmental issues, including global warming, are caused by activities elsewhere in the world, although the Arctic regions and communities feel the impact most acutely. The Arctic has recently warmed twice the global average rate - ice and snow are melting, ecosystems are transforming - and indigenous and local cultures have to struggle to adapt. The environmental and societal consequences of waste discharges or accidental oil spills may be far more damaging and long-lasting in the Arctic than anywhere else in the world. Simultaneously, these changes are likely to be a powerful impetus to significant changes in global patterns of trade, consumption and production. They may have considerable effects on shipping and provide wider maritime business opportunities. Sustainable and socially responsible maritime activities will be essential for achieving several UN Sustainable Development Goals (SDGs), both in the Arctic region and worldwide. When examining just a few of them, the ocean’s pivotal role becomes abundantly clear. Unfortunately, some recent research has argued that global, universal and ambitious sustainable development frameworks still do not reflect the Arctic’s priorities (Sköld, 2018; Mineev et al., 2020). Further, it is argued that our present knowledge is not sufficient to create truly sustainable supply chains (Pagell & Shevchenko, 2013). The literature on sustainable supply chain management (SCM) has mostly focused on familiar things while overlooking trade‐offs and radical innovation. Thus, this study explores how supply chain operations incorporate the sustainable and social responsibility aspect in response to harsh Arctic contextual settings to align with the UN’ SDGs.

  This book seeks to provide state-of-the-art research on real-life practices and applications of supply chain and operations management in the Arctic regions. Today, owing to the fact that different contextual factors of the Arctic regions are converging, the integration of supply chain activities is deemed vital for the purpose of enhancing Arctic sustainability. That said, the selected chapters will highlight aspects of sustainability within supply chain operations that take a particular value in remote areas with sparse transportation networks in the Arctic regions, either due to their theoretical contributions or because they report new empirical evidence. The chapters will also address questions about the challenges and unintended consequences of implementing sustainability principles in Arctic supply chains. Comprising chapters (conceptual, theoretical, or empirical articles) by contributors from varied backgrounds, this edited volume is calibrated to bring together a unique blend of scholarly research and professional practice on the Arctic by focusing on the nexus of human actions, economic and social processes in the Arctic. The book will have an international appeal since its geographical coverage goes far beyond the Norwegian context to include those of Russia, Finland, Canada, and the USA, to name just a few. Captivating and instructive, it is expected to be of great interest for all readers, keeping an eye on supply chain operations and sustainability in the Arctic, including but not limited to policymakers, industry practitioners, as well as scholars and students at varying levels.

  This report focuses on offshore logistics patterns in an Arctic environment. We provide cases from the northernmost oil and gas fields on the Norwegian and Russian continental shelf. The report provides an understanding of the logistics challenges that oil and gas companies meet when exploring and exploiting offshore fields in the Northern and Eastern parts of the Norwegian Barents Sea and in Arctic Russia. The report also includes the institutional framework and the governmental and industrial regulations for offshore field operations. Further, different requirements for offshore service vessels are discussed in light of challenges related to ice and icing, long distances, and limited infrastructure.
